Yes it does connect through a USB unless you get a conversion kit. if you wanted to use a ps3 controller in a computer you would have to download very special drivers which know how new the controller is the drivers may costs. You can charge it with both, either by computer or the console, up to you, as far the cord go, its just to charge the controllers, the controller still connects via wireless whether its plugged in or not.
